The Electronic Benefits Transfer (EBT) card works much like a debit card. The EBT card has a preset spending limit that allows the recipients of food stamps to pay for their food at participating locations. During the past week, the EBT card has failed to work in properly in 17 states... Xerox, the company that manages the EBT card system, stated that the issue was of a technical nature and had nothing to do with the government shutdown.
